Exclusives mean royalties, which means more money. While ports also costs money and manpower. GTA 4 ran like crap on mainstream PC's because Rockstar couldn't bother to make a decent job at it.
Take a look at Halo and Gears of War, the first ones were released on PC's, while the sequels remain console exclusives, merely so that they sell more xbox's, the same can be said about MGS 4 on the PS3.
Most console to PC ports tend to get lower scores, due to the poor port job, low frame rate even though the graphics are sub par, poor keyboard and mouse support, DRM ridden. etc...
